Columbus Flight Directors answered on 17 Oct 2015:
Simon: Not yet! On the ISS there is no money so if astronauts from one agency (ie NASA) need something from a different agency (ie ESA) to do their job they have to ask permission either to borrow or barter (ie exchange). This doesnt happen very often since most items that astronauts use commonly are called “Common Items”. However it does happen quite regularly when one of the 2 toilets on ISS breaks down: Houston usually has to ask Moscow if the US crew (including ESA and JAXA) can use the Russian toilet! – I dont know if that comes under borrow or barter 😉 !
